You are to proceed forthwith to the Colonies, for the purpose of bringing on with all possible dispatch, reinforcements for the Army, of men, clothing, tents, and all other necessaries-- as well also of hurrying on the large Cannon with the proper munitions of ball and powder Cartridges &c—all which are indispensably necessary to the Success of the Present Campaign.
